- You can compare the speech to what happened in the years that followed. A lot of the things he tried to do he was able to, but there were many disappointments. He did balance the budget, the first president to do so which may have been his biggest achievement. Of course, health care in this country has not improved and only has gotten worse. But you can't blame that failure entirely on the Clinton's as the Congress sold out to the millions of dollars of the Health Care Industry. I think what Clinton was most naive about was this idea that he could bring the country together. Little did he know at the time that from the time he was elected, the Republicans would institute their political version of the scorched earth policy. I have another video I will upload eventually from election night that shows an interview with Bob Dole on election night that was a harboring of what was to come from the Republicans.
